I have legal copies of Windows XP and 7. Windows XP's Luna theme is stored under C:\WINDOWS\Resources\Themes\Luna. Windows 7 stores its themes in almost exactly the same place, so I copied the XP theme to there, keeping all the original directories in tact. When I clicked on the theme to apply it, it applied the Areo theme. Is it possible with some tweaking to make it work?
No.
The likelihood of an Windows XP theme such as Luna working on Windows 7 without some problems is slim since there is a lot of differences between the OSs. Now if you wanted to use WindowBlinds I think a search through the WC Gallery Library would probably fine a skin similar to Luna made for Windows 7.
This one might do it.

What he said.
Well..... In theory, yes.
If you're a skilled ResHacker it would/could be possible - with emphasis on 'skilled'.
Search the "Metro Luna",not quite match but good enough reminisced the old memory.
Well, yes...skill...and Reshacker might even make Windows 8 a half-decent OS...
...and yes, I did say 'might'...
