Assuming you have enough bandwidth to support a site (cable or DSL??) just get Xitami http://www.xitami.com and set-up a web server using that and if ya can put together some html you can put a site up, Xitami also supports FTP if you wanted to have a public FTP directory...it does help if you are competent to do this but it's also a great learning experience.
