Firstly, 'moderation' means that something has not been accepted for 'various/varying reasons', simply intended to keep a reasonable curb on the size of the particular section that warrants it, namely Wallpapers.
The process generally entails a number of admins viewing and commenting on a work, unless, of course, it is startlingly good or startlingly bad, and we get ALL sorts, you name it...then it/they may be posted/rejected immediately...

Many, however sit and fester a while so that others get a chance to comment, and in the case of this wall of yours, a few downloaded it to 'look closely', but were put-off by the 'blanket' blurring of the subject.
I know why you wanted it like that, but the outcome was more like a badly taken photograph than an effect of movement.
This can be the danger of filter-use, where the filter is ignorant of your motives for its use.
I liked the wall, as a wall, and as an image, but thought that perhaps a better differentiation between focused objects and un-focused objects or parts thereof would have given greater depth and sense of motion to the piece.
Whatever you use to create the result matters not...any method or filter will do, provided its application and the applicator is in control of the process.
I modified one of Dangeruss's works...a 3D of a Ducatti, and created a graded series of motion-blurs in PSP, and the result was a quaint shot of a Duc where the fairing and front wheel were all in focus and static, and the bum of the bike appeared to be still rushing up to meet it.
Something 'similar' may work...
