The rating might change as the ppl view and make their own rating.
IMO the monitors are a tough critics that gives out low ratings.
I wish they would put a list of what criteria they look for when making a rating.
I know usability is not one because some 10 rated skins are really hard to read the text and have errors that are not easily seen. Example, add the desktop to the task-bar on some 10 rated skins and see if the font is readable.
