Doing web pages started out as a hobby when I was in 9th grade, I didn't go commercial until my first year of college. I got started by talking to various people in my church that I knew owned small businesses. A couple people were interested and asked to see some of the sites I had done for myself and then asked me to do some sites for them.
I had intended for skinning to be just a hobby until one of my clients saw what I was doing and asked for a skin for his business etc. I hadn't intended to go commercial with this, but I'm not going to turn away $$$

As for the $0.02 idea, I think that while it needs to be refined, it is basically a good idea. The cost is low enough to not be a burden, I'd definitely be willing to pay $1 for 50 skins. Because it would be pay, it would lighten the server load by driving away some of the habitual freeloaders, thus speeding up the site for everyone else. Also, because there would be a monetary incentive for excellent work the average quality of work would likely go up. For the top people it might even be enough to make a living off of skinning, just imagine that your full time job is doing this.

Of course, the downside is that there would likely be more copycat skins, though the moderation system would minimize this problem.
Some refinements to the idea: One possible refinement is allowing 10 free downloads before requiring payment to get people hooked on the site. A second refinement is to allow the designer to choose whether their work should be freely available or whether it should be pay content (make this option per skin instead of accountwide). A third refinement is to allow people to put any amount of money into their account instead of requiring $10 up front. A fourth refinement is keying the amount paid to the user level and making all content free to skinners.
