Actually I figured out the problem for those of you out there. The issue is that if your installation directory has changed, the Windows service associated w/ FX cannot run. So you have to either change the directory to the path that the service is looking for (you can figure out where by getting into the properties of that service), or you can use registry edit to change the directory that the service is looking for.
