I've created a number of Internet Shortcuts. In each case, clicking the shortcut just brings up the currently open browser windows. To actually open a new window with the link specified in the shortcut I have to right click and then select Open. Iv'e tried both the enabled and disabled settings of "When Shortcut is run, if program is already running bring it to the foreground only."

Is this a product limitation or am I doing something unusual or wrong? Given my pattern of use, this is a deal breaker for me.
