Could be a bad download of Impulse, you might try uninstalling it, running a clean up program and then reinstalling from the Stardock site.

I have a case in with Stardock support, but was hoping to find a quicker solution here.
EDIT:
On a hunch, I updated the .NET 1.1 framework and that is what, I think, fixed the issue.
I was already up to date on the 3.5 version, but there seem to be some dependencies in Impulse for 1.1.
Go figure. I really wish that Stardock were not so in bed with MS.
