Dumb Question

I've looked for an answer to this but can't find one, so I figured I'd ask.

 

Do I need to pay another $20 for WB7?  I mean, I will if I have to, and I'm sure it's worth it, but if I can avoid it I'd like to.  I have the enhanced version, WB v6.4, and Vista, but seeing as most of the coolest skins are WB7 ONLY(a-holes, lol), I'd like to get it.
