Your reply is greatly appreciated. I have used your advice and have managed to improve the background font size/visibility on several of my favorite skins.However this is not quite so simple, as you pointed out, as many areas are negatively affected. The final result revolves around a compromise. The best approch is to correct the system font first and then to go to the start menu.
A genuine cry for help with a recently purchased skin was seen as criticism by the author and he replied with a leave it alone, this is how I designed it, attitude.
The skinning community is doing a great job and many skins are works of art but personal needs will require slight modification.
