hi this dioesnt have anything to do with window blinds but ive tried to remove the ballon tips while hovering over start button and quick launch

icons   Ive tried all the registry tricks like setting info tips to  0 and start button to 0  and have also unchecked show pop up descriptions  in view in folder options  still the hover balloons  still there  i even used reshacker and deleted line 533 in 

explorer.exe.mui  but hover ballons still there so im posting here maybe 1 of you know the answer  thanks
