If you mean Windowblinds, and the like. Yes. They'll even work on a netbook like I have. I have no problems using the skins under these programs in Windows 7 Home Premium 32bit.
Maybe if you try a bit harder to explain what you want to know, someone might be able to help you....
I would think Iconpackager since this was posted in that forum.
