This just showed up for me recently, so I think it is just an issue with the latest release. But I don't want this to go unnoticed because it is driving me nuts.
All tool-tips will be hidden behind the borders of skinned windows. Here are some screen shots:
Yes, that is supposed to say "Impulse"
Not only the system tray, but desktop tool-tips are also exhibiting the behavior.
I know people are gone for the weekend - and this might not be the correct forum for beta software, but I didn't want it to go unsaid.
