Try downloading the following file:
http://sd.stardock.com/curthendzell/fix_impulse_installer.reg
save the file and run it. If in Firefox or a non-IE browser, you may have to go to File > Save Page as... if the link shows as plain text (if you're not sure, just follow the link in Internet Explorer). Once you do this, install Impulse from the latest installer here:
http://www.impulsedriven.com/impulse_setup_full.exe
If that doesn't work, uninstall Impulse completely with the following:
http://sd.stardock.com/curtHendzell/CleanImpulse.exe
Then restart your PC and run the impulse_setup_full.exe again.
