As I understand it, many of these icons appear in MS Office programs, in certain cases. I don't know, I've never used MS Office.
A) I've wondered about that very question since the days of Themebar..... I dunno.
I've seen many sets that didn't bother with most of them. Since most people don't know what they are, I'm guessing they'll never know they aren't skinned.
