joe... you create your icon design in your favorite graphics app, and save as png.Then you import the png into your icon editor, and convert it. (this is how IconWorkshop works, not completely sure about the others) IWS will create all the sizes you need.
That's what ico files are all about,.... you can save mutiple formats (sizes) in one ico file, and Windows reads them.
I use corel to do mine becuse I want my Icons to look more like Illustraions, then Objects. 3D tends to look to real most of the time. I use Icon workshop to compile the Icons when I am done with them.There is a free version of Corel11 on there website if you want to try it out for 30 days, its not for everyone.
