I have one Organize rule checked. Under "Send certain file types to different places" I have "Downloads go to" checked with the fence "Downloads" specified. However, when i download items to my desktop they go to the general area, not the Downloads fence.

At the top of the "New Icons and Rules" the "By default..." is specified as All icons go to the general desktop. Those are the only two rules specified.

What I want to happen is that all new icons go to the general desktop, unless it is a download and then that should go to the Downloads fence. Do I not have Fences setup correctly or is there an issue with Fences not acting as it should?
