It's just the boring old windows classic skin.
In Impulse check "Verify Installation" of MyColors. If you have to update, do so. Then close Impulse, reopen and check the same thing for Windowblinds. If you have to update, do so. If it updates, you'll have to reboot.
Make sure Windows Desktop Manager is running. The best way is to check your score in the Windows Experience Index through the Control Panel (if you have Win7).
btw, please post your 'Windowblinds' data from Windowblinds config, "About Windowblinds" tab.
