doesn't look to be as windowblinds problem, but I could be wrong??? there is a lot of information that you're not providing. open windowblinds, click on settings, click on "copy to clipboard" and post that information with your question. also the name of the blind that you're having problems with would helpful. do you this problem with other blinds as well???
start menu looks like possibly a skin issue depending on if the black partial outline is suppose to be a shadow or not suppose to be there at all? I'm guessing that it should not.
not sure about the bottom one but I get something like this occasionally when I've been on the computer too long and my available memory starts to deteriorate (12 gigs). although I have encountered this less since updating my video drivers. are your video drivers current, makes a difference.
