Why give out the money now?
Since this is a preorder, you won't be charged until they make the beta available anyway. They only get a pre-authorization from the bank to make sure there is sufficient funds available (or maybe not even that anymore, although I remember people asking about "authorization" charges before on these forums).
IIRC paypal doesn't allow that kind of thing (they transfer the money at the time of purchase), hence why you can't pre-order with paypal.
