WB..won't download skins?

when you normally download from WB a bubble comes up at the bottom of your taskbar next to your WB. icon saying 'a new blind has been installed....' This is NOT happening for me any more! HELP--PLease. what can I do????

Try downloading the skin to your desktop, then double clicking on it. Does that help?
