I have cheated a bit and laid one smaller fence over another bigger one to create a kind of sub-division. I've done this for example where I have one fence for my current project shortcuts and a sub-fence for shorcuts to the documents I'm working on in that project.
However it would be really good if Fences actually supported fences within fences and they were locked / moved together etc.
