If you maintain this level of quality for the rest of the skin ,this will be a keeper for me.
I promise to spend a lot of time in the planning/design fase rather than giving in to my impulse to whack it into a blind.
I hope you manage to get a layer working for the center hilite of the taskbar so you dont have to stretch the texture.
The tasbar will be done in layers. Texture tiled and gradient stretched. I have already tested this on the start panel and there is no noticeable bad streaching no matter how many items I add. 
and the text for activated and mouse hopefully will be greeeeeen!
