Fences (the most useful skinning program at least for me)
VistaGlazz (vista only, allows you to use third party themes)
ubericon
Deskscapes (animated dreams both on XP and Vista)
And myCOLORS four of its themes are free.
Early versions of Window Blinds are free and available from CNET Download, but they will have limited skinning ability. Later versions are available on 30 day free trials. Also, have a peek at the Stardock site.

Are the early versions good?
WB 5.5 and WB 6.0 are for XP/Vista(32-bit). Don't know how limited they are.
They are not free. Plus the earlier version which might be free as you said are not impressive and they won't work on Vista or XP too.
Latest builds are cool though.
