Or you can also create a button image for the more programs arrow .... SKS >> Edit Start Menu and Taskbar >> Edit Start Menu >> More Programs Arrow 

to include a button image for normal (same image as more programs background) with a mouseover and pressed button image so you have 3 images in a .tga

this will give you something like the below, blue is normal green is mouseover.
