I answered your PM Doc, but let me answer here too......hope I don't give out bad info cause I haven't used the bootskin upload...........If you upload something that needs to have permission attached the preferable way is to put the skin and the permission text file into a zip file and upload the zip.
This is correct. 
NORMALLY.....When there's more than one artist involved I would look at the author of the first released skin.
From my viewpoint permission on Prowler would need to come from John since John is selling the skin on his site. That at least gives the appearance of "ownership" However, if you find a comment from John which refers to his getting permission from Tiggz then he (Tiggz) would be the one to approach. That would be the case with something like Plas Fan where I believe John's work was based on/derived from Tiggz Iconpackage.
edit: should've mentioned that if in a case like Plas Fan, you used graphics from the Windowblind to create something then you would need both individuals permission.
This is also correct. As the Permission Must come from the Originating author, all subsequent artists become "porter's" when they use Graphics from the Original Skin/theme. If a skin you are making Is from a "Ported" skin, then you must obtain permission from both the original author as well as the Porting artist your works are being derived from.
In all cases the Orignating artist's permissions will need to be inplace, unless said Artist has released his works to GNU or public licence , where you would need to add the Licence agreement to the Dowload by adding it to the skins file download In zip form,and follow all terms of the licence.
