Is there any solution to the problem on Windows Vista 64-bit with WindowBlinds where windows are chopped down, all buttons in upper corner not showing (minimize, max, close)

I have this problem with many skins and use the latest windowblinds. Many program's don't get the skin and they get chopped down instead no matter what resolution I use. Have reinstalled WindowBlinds without any good results. Is it just the 64-bit version of vista that has this problem or is it all vista versions??

I've seen others in here have the same issue but no solution to the problem?
