Is there any reason why windowblinds doesn't skin the menus in firefox? Any way to force it to through the program? I tried under change the look of an app, but that didn't have any affect.

Sounds like you are on xp.
Firefox uses the classic menus on xp. On Vista, FF is more fully skinned......but not entirely
