Windowblinds Submissions - Animations Question

Is it a requirement to change the standard Windows XP animations in a Windowsblinds submission to GUIC 2008?  Thanks!

You mean such as progress bars and file copy animations?  No, it's not required.  However any skin lacking those will be at a disadvantage versus skins that do include them.
