Windows XP SP3 32-bit german (previously I used Vista x64, this is a fresh install)
I am noticing this since using WindowFX. I am using WindowBlinds too.

note I'm using a laptop lcd not a tv-out as implied by "Standardfernseher" (Fernseher = television).

at least the WindowBlinds Diamond skin. I don't want to change "system things" without need.
Yes, the frame comes back when clicking inside the inactive window. It does not, when hovering over the inactive window. I use WindowFXs transparent inactive windows feature. Maybe this is the cause.
I have no way of reproducing it yet. Sometime it happens, most of the time its fine. Apparently its possible to see this issue with Gimp windows.
