How to develop my own Dynamic Dreams?

I came across DeskScapes today and i was so exalted, that i must post some questions here:

Is it possible to develop my own Dynamic Dreams?

If yes, what specifications must the dlls follow?

Is there any SDK available?

Would be very nice if i get an answer!
