taskbar transparency not working

I am using WB 6.20.088 on my PC, which uses Vista (32)  

I am using the "Leo" theme, though the same issue has happened with all themes. The taskbar will not become transparent even though I've moved the slider.   I can't seem to find any other reason for the prevention.  Just wondering if I'm missing something here, or is there an actual 'issue'

Silverbeacher I apolgize if this sounds really dumb but after you adjust the transparency in WB configuration your are hitting the button Apply Changes?

lol, its ok; i HAVE done stupid stuff before , but i am hitting the Apply Changes button; the rest of the Theme will appear normally, but the taskbar will not.

Which version of Vista do you have?

Also what graphics card?
