I am trying to build my own package for Windows XP. But everytime I open Icon Packager to work on it, I'll notice icons will have changed on their own. I started off with using the default Windows XP icons, and started changing them from there. I saved and applied the changes before moving to a different tab. Then when I close and reopen IP I'll notice that icons I've yet to change will be different. I reset them to Windows Default, but they won't stay to how I set them. This occurs with some of the icons I have custumized aswell. I tried the three repair options in System Settings, but that didn't seem to do anything.

What can I do so the icons stay the way I want them? It's frustrating to have to reset most of the icons every time I open IP. Thank you in advance for any help provided.
