I am the admin on a machine that is added to an AD domain. I can change my logon screen just fine. However, if a user is logged in, they cannot, as they receive the following message.

My question is relatively simple, has anyone figured out a workaround for getting past this? I've already allowed full access to this folder, but this doesnt fix the issue. If I login with any administrator account, I can change the wallpaper. The only issue is when I have a User trying to do it.
