Some skins allow x-mouse to recognize a window's title bar, while others only work when the mouse points to the window contents. Since it works on some, rather than none, I'd like to know whether there's something I should do or is the function up to the skin designer.

For instance, I have Impulse loaded, and I like it. But sometimes the only part visible of an underlying window is its title -- and in Impulse (and many others I have tried) I have to click the title to bring the window to the front. With X-mouse, you're only supposed to mouseover to bring up the window.
