Where does this background color come from?

Where in SkinStudio is this background color set? I'm new to this.) In this image:

see my mouse pointer is in the upper right area, where it is a %7 gray color (EE EE EE). Where do I go in SkinStudio to change this color?

The exact point at which your cursor is located is the bottom part of (toolbar background)

Yep, definitely the Toolbar background image. If you expand "Controls" in the tree menu, It's the first entry under "toolbar".
