The amount of the shortcut name that is displayed is controlled by the icon size setting, but even at 128 pixel max not all will show for longer named shortcuts.
If it was the other way around, as Zubaz's exampled name in reply 4, you would have all the text but icons spaced out unequally according to length of shortcut names. Since tabbed docks are sizable, width and height wise, having the text display in more than 1 line, as desktop icons do, again would not give a uniform look as far as spacing of icons. You can either shorten names, or learn to live with the truncated text.
