Iconpackager 3.20{rc}.033 crashes on XP x64

Ive tried 3 systems that I own all three crash before installing the folder icons, I've reinstall XP x64 from scrath and on a new install same thing happens. Error is: AppName: iconpackager64.exe AppVer: 3.2.1.0 ModName: iconpackager64.exe
ModVer: 3.2.1.0 Offset: 0000000000021bbe

Open IP. Tools/ click on Repair Shell Icons/ check "Do not repair any shell icons".

I have the same problem. Checking "Do not repair..." does not help :-/

I keep getting 'There has been an error loading the 'IconPackager64' icon package. Please re-install the package and try again. I have uninstalled and reinstalled twice but that is not fixing the problem.
