I would imagine, that at dA, just like here, different moderators have different powers. I know that some volunteer mods here can hide a spam post but cannot change the status of a user (make them a visitor, exile, or ban them).
Yes, that's correct. Those handling spam posts on the forums, etc are not charged with the powers of exile, etc. so there will be a perception of delay or even 'odd'/selective handling.
I agree totally with Zoomba's comment/s.
Deviantart.com is 'just another skinning site in "our" community' ...it's not us-and-them ....we're all in skinning/graphic art together....many members here belong to both/all skinning sites.
What we do as individuals offsite can often reflect poorly on any site we're perceived as being 'from'.
This particular/specific issue of ripping is really quite insignificant in the real world of skin/rip/violations.
I can think of numerous more 'drastic' instances over the years ....however I for one had hoped we all as a Community had matured/moved on from the knee-jerk reactionary spamming of others. More often than not it achieves nothing other than embarassment for the spammer.
My assumption is that R Squared has a significant work-load on Devart with violation reports [we all do]. At last count there 'should' be around maybe a dozen for this person alone.

It's not a flame...it's a discussion about how things/methodology can be fundamentally flawed.
