Chameleon Clock 4.0 is just released. Btw, 1.0 version was published exactly 9 years ago. Now it works with Windows Vista, building to the tray and with atomic time synchronization working silently even with UAC (User Access Control) enabled. Some more decoration to the tooltip, overall it's still one of the most functional desktop tray clock for Windows.
