boot skin resolution

unwanted pixels

I'm trying to use this image from my wife's World of Warcraft game for her computer but when it gets turned into bmp it turns out looking like this.

It has these green purple and white dots on the flag image. I've tries several different formats with several results. All of which suck.

I haven't seen any topics dealing with this subject except for one from 2004 that said

"Make the whole page up layer by layer in something like Adobe Photoshop or better still Dreamwaever Fireworks.... render the image pixel by pixel so that the whole page is correct for colour loading to boot"

Any suggestions for reducing the color to bmp that won't have these dots?

It can sometimes be a process to render an image down to 16 colors and make it look good.
It took me a while to get my bootskin process nailed down, If you want I can help you with the bootskin image, see my profile and email me the image if you're interested, I'll convert it to 16 colors to the best of my ability. If you want text added somewhere on the bootskin image, let me know what you want added and where you want it placed. I'll use my specific style of progress bar unless you want something else. When I'm done working on it & testing it, I'll email you the finished bootskin and give you some points on how I accomplished the finished look.

wierd, here is a suggestion. Remove thoose colors from the jpeg or gif pallete. The program will purposly "dum" down an image so that any computer moniter/graphics card works. BMP 8 has a pallette you can go in with fireworks and remove the colors that you know shouldn't be there.
