That's ObjectDock alright, and that particular setup is called a zoomer...which is available in the free version...if you buy the Pro version you get to make tabs, each with it's own set of icons....plus you get a lot of other neat options. It isn't hard to use at all (I use it, if that gives you any idea how simple it is). There is a huge gallery of backgrounds for the program and gobs of icons to place on it...oh yeah, didn't I tell ya? You don't have to use just the standard ol' icon that came with your program, you can design your own icons in png or ico format and use them with objectdock....more than likely, someone has already designed just what you are looking for and it's in the searchable objectdock gallery located here
