Control panel Docklet?

I was looking for this too. Apparently all you need to do is create a shortcut and title it Windows Control Panel and have the link be Control and it will work like magic.

That is correct. To simplify it even more you can can just drag the Control Panel short cut right onto the dock from the Start Menu.
