request for WindowBlinds skin

I was wondering if anyone could do a WindowBlinds skin for Notre Dame? I see stardock has done 2 college football skins for Florida State and Michigan, but you need to buy them. I was wondering if anyone could make an "unofficial" Notre Dame skin?
