Most of the files you download from here [WinCustomize] need the relevant programs installed on your computer first.
Many of these programs will allow you a trial version to use for a little while, to see whether you like them ...others, such as Bootskin, LogonStudio and a couple of others are free.
Download the
Stardock Central Browser, then use it to download and install trial/free versions of the software. Then come back here to grab the files you need to customize with.
Choose carefully, as I'm sure theres a download cap for non-registered or non-purchasing users. Last I knew, it was set at 50MB
Evaluate, Customize, Get the skinning/customizing bug, and there's no going back from there
