Transparent cmd window

I'd like to set my command window so that is semi-transparent like I can in Linux and Mac. However, when I specify WindowFX per application setting to cmd.exe, it doesn't do anything. How can this be done? Also, while I'm posting - I can't get the command window skinned in Windowblinds. I know if 4.x this was an option - what gives?

CMD.exe skinning was removed from 5.x. There was a conflict with the per-pixel blending I believe.

It has been requested before and the devs have responded that it's on thier "like to have" list.
