I don't think any package of icons or any icon software will customize all the icons in Windows. In my case, nothing I've tried except manually changing the icons in shell32.dll will change the generic folder icons in "Open" and "Save" dialog boxes. And what about the small icons in the common tasks pane? Again, manually changing them is the only way I've found to do it. But it's not so easy to make changes to shell32.dll. It's a protected Windows folder, and Windows will change it back much faster than you can change it, if it ever lets you edit or replace it at all. The only way I've found to do it is to edit a copy of the file (I keep it on my desktop), editing or replacing all the icons you want to change, then copy the file under a different name (such as shell32_patch.dll) into the windows\system32 folder (do the copy because when you get to actually replacing the file, you won't have access to the desktop or many other folders except Windows). Now reboot using the Windows XP installation CD into the Recovery Console. Now, using DOS commands you can delete, copy or replace system files to your heart's content. Copy your shell32_patch.dll file, renaming it to shell32.dll, in two places: windows\system32\dllcache and windows\system32. Exit the recovery console and let the system reboot, and your icons will be changed. One other small problem is what icons you are going to use for such things as "Make a new folder," "Move this folder," etc. I made some new ones by various methods such as recoloring the Windows icons or a little cutting and pasting on the icons in my package. Or you could look around the web--there must be millions of icons out there.
One small problem with this method is that it's time-consuming and a lot of work, so if you want to change ALL your icons pick some you really like--you won't want to be changing them every couple of days.
