For them to download, it would have to be uploaded first - that's the distrubution point.
You can create a free suite - but the end users would still need the relevent software programs to utilize each part of the suite (Windowblinds to use WB skins, Iconpackager to use an icon package, CursorXP to use cursorxp cursors, etc).
Not all of the softwares have a free version - they have a trial version - so major parts of the theme won't work after 30-60 days.
So, in order for all of the theme to be useable indefinitely, one of 2 things needs to be done:
1) For some of the theme components - the end user would have to buy the relevent softwares that don't have a free version OR
2) Your clients would need to purchase the relevent license to utilize something like Theme Manager OEM which would also install a licensed version of relevent software that won't run out (and would only work with the themes [of your clients] that it's licensed for. (example is the one mentioned above - Alien Ware - all the components are installed and can be run, but it can't be use to install other themes not from Alien ware). Hence (I blieve) koop's post:

My post is not official, it's just what I've gathered from readings.
It is also only taking in account that which is needed to have a theme on the desktop.
I also believe from what I've read - once you start using skins and such for client promotion - (
"put us on your desktop.") you have stepped beyond
"personal use" which would also put you back to contacting koop to further discuss the strong possibility of acquiring a needed license.
