If the answer to that is "yes" ...it is a WindowBlinds skin. You need to have the WindowBlinds program installed to use it.
Assuming you have, and that you have WindowBlinds 5 ...open the WindowBlinds configuration window, by double-clicking the icon in your system tray.
When it's open, find the button that says "add skin" and click it. [once]
A new window opens ...use that to navigate to wherever you saved the downloaded file [In my case, desktop, & I just downloaded that skin to be sure ...it comes thru fine here ~as a .wba file] ...click once on the file name, then click "open".
It will self-install to your WindowBlinds directory.
Click on the "refresh list" button, and you'll be able to see the new blind in the WindowBlinds preview window immediately.
Hit "apply skin" ....and away you go...

*Note: The above method is what I use if the file I downloaded comes thru as a "zip" file ...ordinarily, when they come through as a .wba file, such as this one did ~you can simply double-click the .wba file and it auto-installs. No need to do anything else.
