Start menu transparency in 3.0?

I have taskbar transparency in the trial version of 3.0 but the startmenu is still solid. Can the start menu be given transparency in the full version? What type of system performance hit should I expect using FX? Does this run overtop of the windows GDI engine or does it replace it completely?
